FORM OF GOVERNMENT Clyde Hill is a Non-Charter Code City under the provisions of RCW35A.02 and RCW35A.12, and is governed by a Mayor-Council form of government.
BACK TO TOP MAYOR The Mayor, who is elected at large to a four-year term, and presides over all meetings of the City Council. The Mayor serves as the Chief Executive Officer of the City but has the authority to appoint the City Administrator and City Clerk to implement the executive duties of the City. In addition, the Mayor has the authority to appoint members who serve on various City Boards and Commissions, as well as special advisory committees.

CITY COUNCIL The City Council, who are elected at large to staggered four-year terms, have a primary responsibility is to establish the policy, direction, and goals for the City. The governing laws of the City are adopted by the Council through specific ordinances and are subject to the state laws of the Revised Code of Washington. The City's laws are embodied in the Municipal Code of Clyde Hill. These codes and the state codes are available for viewing on the Internet. Codes
Regular meetings of the Council are held at 7:00 p.m. on the second Tuesday of each month. The meetings are held at the Clyde Hill City Hall, 9605 N.E. 24th Street. In addition to the Council's regular monthly meeting, the Council may also conduct study sessions, as needed. CITY BOARDS AND COMMISSIONS PLANNING COMMISSION The Clyde Hill Planning Commission is appointed for 6-year terms. The Commission consists of five members, serving in an advisory capacity to the City Council, on matters involving zoning, land use and long-range planning. The Planning Commission's regular meetings fall on the 4th Thursday of the month at 7:00 PM in the City Hall. The Commission may not meet every month in that its meetings are based on pending applications or projects.

BOARD OF ADJUSTMENT The Clyde Hill Board of Adjustment consists of five members who act in a quasi-judicial capacity on matters involving variances from City Code requirements within Title 17, the City's Zoning Code. The Board also is empowered to hear appeals on administrative determinations of the City Code. Members of the Board of Adjustment serve for three-year periods. The Board of Adjustment's regular meetings fall on the 3rd Thursday of the month at 7:00 PM in the City Hall. The Board will only meet if there is an application pending.

CIVIL SERVICE COMMISSION The Clyde Hill Civil Service Commission consists of five members who have jurisdiction over full-time Police Department Officers in matters relating to qualifications and hiring, as well as complaints or appeals by police officers concerning grievances, disciplinary matters or termination. A Secretary/Chief Examiner provides support and assistance to the Civil Service Commission and is responsible for the administration of all testing. The Civil Service Commission is appointed for three-year terms.

UTILITIES COMMISSION The Clyde Hill Utilities Commission consists of three members whose functions include advising the Council on matters involving utility franchises, conducting periodic evaluations of utilities with operators, assuring coordination between the City and utility operators and assuring proper and timely extension of service to new areas. The Utilities Commission members serve for three-year terms.
The Utilities Commission has the following specific functions and authority:
- Advise the city Council on applications for franchises;
- Advise the city Council on matters which might constitute grounds for revocation of any franchise;
- Resolve disagreements among operators, subscribers, and public and private users of utility, telecommunications and cable facilities;
- Advise the City Council on the regulation of rates in accordance with applicable law;
- Audit all operator's records required by Municipal Code;
- Review any plans submitted during the year by operators for system extension to new service areas, or for the introduction of new services;
- Conduct periodic evaluations of utility, telecommunications and cable service issues with operators, providers and franchisees, and pursuant thereto make recommendations to the City Council;
- Act to assure coordination between the city and utility operators to assure proper and timely extension of service to new service areas;
- Advise the Council and Mayor regarding general policy relating to the cable services provided subscribers and the operation and use of access and leased access channels, if any, with a view to maximizing the diversity and usefulness of programs and services to subscribers carried by cable operators;
- Assist the Council in its consideration of applications for new, transfer and renewal of franchises; and
- Perform such other duties as the Council and mayor may from time to time assign to the commission.

CITY ADMINISTRATION:
ADMINISTRATOR In 1986, the position of Administrator was created by the City Council to oversee the daily operation of all departments and personnel of the City. The Administrator is appointed by the Mayor and reports directly to the Mayor regarding all City matters. The Administrator is responsible for ensuring that the policy set by the City Council is carried out in a professional, efficient, cost effective, and timely manner.
The specific powers and duties of the administrator are:
- To act as the chief administrative officer and head of the administrative branch of the city government, being responsible to the mayor and council for the proper administration of all affairs of the city;
- To attend all meetings of the council, at which his or her attendance may be required by that body;
- To see that all laws and ordinances are faithfully executed, subject to the authority that the council may grant the mayor to maintain law and order in times of emergency;
- To recommend for adoption by the council such measures as he or she may deem necessary or expedient;
- To prepare and submit to the council such reports as may be required by that body, or as he or she may deem it advisable to submit;
- To keep the council fully advised of the financial condition of the city and its future needs;
- To prepare and submit to the mayor a tentative budget for the fiscal year;
- To perform such other duties as the mayor and council may determine by ordinance or resolution.

DEPUTY CLERKS There are two Deputy Clerks who provide a variety of assistance to citizens and visitors at the City Hall.

Courtney works full time at a variety of capacities in the City Hall which include processing accounts payable, support to the Administrator, Special Projects Coordinator, and is the staff support and liaison to the City Council, Utilities Commission and the Planning Commission.
Teri works full time at the front desk in City Hall and is primarily responsible for processing applications for building permits, variances, demolitions, mechanical and public use permits. In addition to directing phone calls and answering questions on current issues, she is the staff support and liaison for the Board of Adjustment and edits the City's monthly newsletter 'Clyde Hill Views'. Previous editions of the newsletter are accessible on the Clyde Hill Views page. Teri is also the City's Code Compliance Officer and is responsible for the processing, implementation and enforcement of the City's Codes and regulations.

FINANCE DEPARTMENT Annually, the City Council adopts the operating budget for the City. This process begins in August, with a final budget adoption in December. The City Council reviews all revenues and expenditures for the City at their monthly meetings. The accounting system used in Washington State for all public governmental entities, is under the jurisdiction of the Washington State Auditor's Office and is called the Budgeting, Accounting, and Reporting System (BARS System). All Washington governments must use this financial system. The State Auditor's Office audits the financial books for Clyde Hill on an annual basis.
Prior to 1987, Clyde Hill was served by an elected Treasurer. In 1987, the Council combined the Treasurer and Clerk positions to create the Clerk/Treasurer position, which is now appointed by the Mayor.

John performs the operational activities associated with all aspects of the City's finances, such as accounts receivable, payroll, audit management and general financial review.

BACK TO TOP PUBLIC WORKS DEPARTMENT The Public Works Department is responsible for all the street, storm sewer, parks, landscaping, engineering and right of way related activities within the City. The Public Works Department also encompasses the activities of the Building Department.
The Public Works Director oversees the daily operation of the Clyde Hill Public Works Department. It is his responsibility to ensure that all work is completed in a proper, timely and cost effective manner.
Craig Olson is the Public Works Director/City Engineer.The duties of the Public Works Director consist generally of the supervision over all public works, building, planning, building/development permits, and code enforcement, including, but not limited to, the following:
- Responsible for all building and development applications;
- Supervision of any and all street construction, repair or improvement;
- Supervision of any and all storm water system improvements;
- Responsible for the enforcement of the building code, zoning code, and nuisance code;
- Responsible for all applications for variance from city codes;
- Attendance at Board of Adjustment and Planning Commission meetings;
- Preparation of annual transportation improvement plan for submission to the city Council; and
- Such other duties as may be assigned from time to time.
The Public Works Department coordinates all the utility work in the City as well as with adjoining municipalities for joint improvement projects. The department insures the maintenance and repair of all roadways, parks, landscaping, equipment and the storm water system for the City. Along with the City Council and the Chief of Police, the Public Works Department is responsible for the installation, maintenance and revision of all street signs, signals and other traffic devices. The three Public Works Department personnel are "on call" to respond to emergency conditions such as a severe storm or the control of ice and snow on the City's roadways.
Bob Jones is the city's Building Inspector & specializes in all facets of the department. John Young is the Department's expert craftsman and carpenter. John also performs building inspections. BACK TO TOP BUILDING DEPARTMENT The Public Works Department also encompasses the activities of the Building Department. The Building Department's responsibilities include the review of building permit plans, plats, and subdivisions, the inspection of construction activity related to private projects and the enforcement of all building related Federal, State, and City Codes.
The City contracts with Plan Check Xpress to review all building and mechanical permits. Plan Check Xpress also reviews variance applications for the City. The City Engineer reviews all storm water and right-of-way related permit applications. Inspections of City permitted work is accomplished by the Building Department (Bob Jones, John Young and Craig Olson).
