Finance Department

The Finance Department provides the City with a full range of financial and accounting services. These services include the coordination and preparation of the City's annual Budget and Capital Improvements Plan, on-going financial reporting and analysis, investment services, accounts payable, accounts receivable, payroll and human resources, and performance management.

Annually, the City Council adopts an operating budget for the City. This process begins in early summer with final budget adoption in November. The City Council reviews all revenues and expenditures for the City at their monthly meetings. A Finance Committee compromised of the Mayor, two Council Members, the Treasurer and the Finance Director make all investment decisions for the City.

Clyde Hill, along with all public governmental entities in Washington State, uses BARS (Budgeting, Accounting, and Reporting System) for its financial structure and guidelines. The State Auditor's Office conducts Financial Audits of the City and an Accountability Audit on City compliance with various other requirements. The City has a combined Treasurer and Clerk position which is appointed by the Mayor.

The Finance Director performs the operational activities associated with all aspects of the City's finances, such as accounts receivable, payroll, audit management, budget preparation, financial analysis, monitoring, performance measurement and general financial review.
